Poll Book Justification

 

Poll Book Justification is a simple yet important process that helps to ensure all ballots cast at polling locations on Election Day were counted and that none of these ballots were scanned more than once. When voting at a polling location, voters are required to sign a precinct-specific poll book. The number of signatures in each poll book should match the number of ballots cast for that precinct.

Procedure
  1. Generate a spreadsheet (or use the spreadsheet provided above in the Materials section) that lists the number of ballots cast for each precinct according to the election’s canvass results report.

  2. The number of signatures in each poll book must then be entered in the spreadsheet.
  3. If the numbers do not match, it may be necessary to recount the signatures, examine any incident logs for that precinct and/or polling location, and perhaps even contact the poll workers from that location.
  4. If, upon further investigation, any precincts remain with unexplained differences, a hand recount of the Election Day ballots for that precinct must be conducted by a bipartisan team.
  5. If the hand recount of the Election Day ballots does not match the number of ballots cast according to the canvass results report, the ballots must be rescanned by a bipartisan team and the Election Day results for that precinct must be re-uploaded to the tabulator.
